Of course a flow of hydrogen also needs to be provided so on the context of scale-up for this particular step I would use a multiple series of gravitationally oriented flow of liquid and inverse dispersal of super fine H2 bubbles that are absorbed in reaction and when they start exiting it indicates possible saturation of product.

H2 gas isn't the only possible hydrogen source in a Pd/C CTH type reaction, ammonium formate also works in some cases, I didn't say it's the best suited for your plans but there are many other approaches.
